Obfuscation in Defense of Opacity

Mark Tapscott has now posted some amazing facts on the government's "compliance costs" regarding FOIA. At base, the feds say they can't comply with FOIA rules because of "intractable" reasons; they won't be able to do so in the future; and there's nothing that can be done about it. Among their favorite excuses: costs. I posted earlier on Mark's work here.
But they didn't count on Mark taking the time to do a few calculations to determine whether or not that claim is verifiable. What did he find?
