Lenin's Lessons for Eliminating Social Security

[PDF] In 1983, the Cato Institute (libertarian think tank) wrote a blueprint for eliminating Social Security entitled "Achieving a Leninist Strategy" [PDF]. It outlines a plan for creating a private model for Social Security combined with "guerilla warfare against both the Social Security system and the coalition that supports it."
One section, "Calming Existing Beneficiaries" explains "the elderly represent a very powerful and vocal interest group. ...Any plan to change the system must therefore be neutral or (better still) clearly advantageous to senior citizens."
This closely matches Bush's statement in the State of the Union Address "
I have a message for every American who is 55 or older: Do not let anyone mislead you; for you, the Social Security system will not change in any way. (Applause.) "
Senator Barbara Boxer. on Fresh Air, suggests this is the model the Bush administration is using to privatize / create-personal-accounts / eliminate Social Security.
